The 4 -E Framework
Freedom requires a multi-step approach which includes stable housing, resources, and people who believe in second chances. The 1ninety-nine program is designed to provide this support through our 4-E Framework:
Engage: Meet survivors where they are.
Equip: Life Skills, Mentorship, Self-Care, Community Services.
Empower: Job Readiness, Education, Vocation Training.
Elevate: Community Reintegration and Giving Back.
Program Overview
Our 2 Year - 2 Phase Approach
Phase 1: Engage & Equip
Engage & Equip is the foundation phase of the 1ninety-nine program, where participants begin rebuilding stability and preparing for independent living. During this stage, participants live in Selah House, our 4-bed transitional home that provides safety, structure, and space for healing. While in Engage & Equip, participants receive job readiness training, obtain essential documents such as identification or a driver’s license, and connect with community wrap-around services that support their physical, emotional, and practical needs. Each participant is also matched with a mentor who provides encouragement and consistent relational support as they develop the confidence and skills needed to move toward independence.
Stabilization and Safe Housing at Selah House
Job Readiness Training, including resume development, interview skills, and workplace expectations
Obtaining Vital Documents, such as state ID, driver's license, and other required identification
Community Wrap-Around Services, including access to healthcare, counseling, and resource navigation
Mentor Match and Engagement, providing consistent relational support and encouragement
Phase 2: Empower & Elevate
Empower & Elevate is the growth and independence phase of the 1ninety-nine program. After completing Phase 1, participants may apply to Phase 2 in order to transition into affordable independent housing while continuing to receive supportive mentorship and trauma-informed care. During this stage, participants pursue long-term goals such as career advancement, potential higher education, and financial autonomy while remaining connected to counseling, support groups, and spiritual community through church engagement. Empower & Elevate ensures participants continue to be supported mentally, emotionally, and spiritually as they build stable, sustainable, and purpose-filled lives.

Affordable Independent Housing, supporting participants as they maintain stability outside transitional housing
Ongoing Mentor Engagement, providing relational accountability and encouragement
Continued Trauma-Informed Counseling to support healing and resilience
Support Groups that foster community, belonging, and shared growth
Church Engagement and Spiritual Community, offering connection, purpose, and support
Our Referral Process
Most who come through our doors arrive by referral from trusted partners. We work with caseworkers and restorative care programs who know the terrain. Some are self-referrals. If you're ready, the path forward is clear.
Initiate
Reach out to your current caseworker or restorative care staff to begin the process.
Refer
Our referral form may be filled out by referring organization or applicant- women ages 18 and older.
Connect
Once we have received your referral form, we will reach out with next steps.
